Back to School – Do we need to adhere to all school rules? If we don’t, can we sign the school handbook?

What is the purpose of having a school handbook?
Should the rules be realistic, or the ideal (but unrealistic) hopes of the school?
Can parents lie about not having internet, texting, smartphones, etc.?
What percentage of families violate school rules?
Why would a school have parents/students sign the handbook?

A comment, when talking to Mrs. Kaminetzky, an incident was mentioned where several girls had the same doctor’s note, where a girl’s uncle was a psychiatrist. That seems like a fraud issue which should be reported to the state.  Is the psychiatrist doing other favors for people without examining them like prescriptions for drugs…

A:
For the riddles, the issue with tashlich was the pritzus & kalus rosh with groups of people going for tashlich.
For the weekly leining of parshas hashavua – V’zos ha bracha is generally skipped, just being leined during the week, in full form on Simchas Torah.  For parshios being repeated, look at the Hebrew year not always being the same length – so if one is looking at 13 months, the 13th month (in other words, Adar II, several weeks before Pesach) can end up having parshios that were already read within a year.
