For the first Riddle you can say that they weren’t true non-Jews because there where a family of avraham. The Lubavitcher Rebbe and many other Gedolim talk a lot about the status of the Jews before matan Torah.
The answer for the 2nd Riddle which I know you’re not going to like, is that I once heard it said in response to the question you asked, “If the torah says that you’re not allowed to release a person from the sanctuary city to save the Jewish people than they’re not going to be successful in saving the Jewish people”
